I think its bloody rude of people when invited to a function that is obviously costing the hosts a great deal of money, not to make any attempt to let the hosts know whether they are coming or not. Even in the event of an emergency it would be common courtesy to just let the hosts know why you didn't make it if you're not able to before the event. What do you think?

I think it's fair enough for them pay.
They had rsvp'd, and they should have let them them know if they were unable to attend.

I guess if there was mention on the original rsvp invite that contact should be made so as to minimize costs to the hosts then perhaps, but unexpected s**t does come up at the last moment and the late notice probably wouldn't have stopped the caterers charging for the set amount of meals budgeted for 

And how close of friends are they really to not call and for you to send a bill instead of discussing it in the first place
